SAM offers solutions for redirecting remittances from consumption to profit

The Government is advised to promote starting businesses from public finances through attracting and reasonably administrating the remittances of the Moldavian emigrants. The head of the Economy, Finance and Statistics Institute of the Science Academy, Viorica Carare, considers that the idea of state investments with their further privatization at the time they become profitable can be implemented.
According to Viorica Carare another solution for redirecting the remittances would be to issue state bonds especially in the area of apartment flats construction, with the condition the emigrants use the dividends for purchasing apartments. Emigrants’ savings can be used as an important source for the initial capital of small enterprises.
Viorica Carare mentioned that in the present situation when the unqualified labour power is massively exported it is necessary to redirect the national education system in order to instruct specialists not only for the national economy necessities but also instructing high qualification specialist for export. Viorica Carare said the state has too many expenses for instructing specialists that cannot turn to good account their knowledge. This is the case of the exaggerate instructing of economists and jurists while resources must be invested in preparing engineers, informatics specialists, hotel services specialists etc.
The quoted source said it is also necessary to improve the activity of the migration department, embassies, and abroad representatives for legalizing the labour power export, for juridical support of the emigrants and for helping them to find jobs. In this context the director of the Economy, Finance and Statistics Institute of the Science Academy declared it is opportune to apply for a foreign grant to create a new protection and administration system of the labour power export.
