Russia’s refusal to implement ECHR judgment represents violation of right to education in Transnistria, opinion

Russia’s refusal to execute the ECHR judgment on the Moldovan-administered, Romanian-language schools in Transnistria represents a continuous violation of the right to education, said invitees of the talk show “Emphasis on today” on TVR Moldova channel, IPN reports.

Pavel Postica, programs director at Promo-LEX Association, said the representatives of the Russian Federation promised in time that they would solve the problem, but did nothing. “The ignoring of those points of the decision represents a continuous violation of the right to education of these children,” he stated.

To implement the given decision, political will should exist in Moscow. “Regrettably, there is neither wish, nor will,” stated Pavel Postica. According to him, there are now 4-5 judgments concerning Transnistrians that Russia ignores. “Even if the number of such cases increases and greater pressure is exerted by the international players on the Russian authorities, these do nothing to execute the judgments,” he stated.

Eleonora Cherkavski, principal of “Stefan cel Mare si Sfant” Lyceum of Grigoriopol whose students travel to the right bank of the Nistru to study in Romanian, said she did her best for the Republic of Moldova to exist on the left side of the river. “We do not feel safe there. If the Transnistrians want to obtain something from the Republic of Moldova, we are there and can be used for the purpose,” she noted.

In 2012, the ECHR ruled that the Russian Federation is responsible for the violation of the right to education in the eight Moldovan-administered, Romanian-language schools based in Transnistria because it keeps its military troops on the territory controlled by a separatist regime contrary to the will of the constitutional authorities.
