The Transnistrian families with Russian nationality who have two children and more can receive the certificate of the Russian program “Maternal Capital”. The necessary documents in Transnistria are prepared by the community "Dobrynia", Info-Prim Neo's correspondent in Tiraspol reports. The law on maternal capital came into force in Russia on January 1, 2007. The law also applies to the Russian nationals living in the Transnistrian region. Svetlana Onufrienko, the head of the Russian community “Dobrynia”, said that if the parents are Russian citizens they are entitled to maternal capital. An obligatory condition is that the mother and the first child must be citizens of Russia. The second child must be born after January 1, 2007. Under the law, both the women and the men can receive maternal capital. Six Transnistrian families have already received the certificate on maternal capital, while 16 are waiting for confirmation. The maternal capital is 317,000 Russian rubles. It can be used in three years. The Russian legislators set such a term in order to hinder the parents from spending the money for selfish purposes. Svetlana Onufrienko said that if the mother is deprived of parental rights or is not alive, the capital can be taken by the father. The parents who adopted children after January 1, 2007 are also entitled to maternal capital. If twins or triplets are born in the family, the parents will receive only one certificate. The capital is a lump sum that does not depend on the total number of children. The law also specifies the purposes for which the money can be spent. They include building or buying a house, paying the studies of the child or preserving the money for the mothers' pension.
