Russia continues to ignore ECHR decision on Transnistrian schools

It is two years since the implementation term of the European Court of Human Rights’ decision in the case of the Moldovan-administered Transnistrian schools located in Rybnitsa, Grigoriopol and Tighina expired. According to “Promo-LEX” Association, Russia continues to ignore the decision ordering that it should pay €1.020 million to the plaintiffs and take all the possible measures to bring the violations of the right to education in the Transnistrian region to an end, IPN reports.

The cases were sent to the ECHR in 2004 and, respectively, 2006 by parents, teachers and students from the towns Rybnitsa, Tighina and Grigoriopol of Moldova’s Transnistrian region. They concerned the rights to education, private life and to nondiscrimination. On October 19, 2012, the Grand Chamber of the ECHR passed the decision in the case of Catan and others versus Moldova and Russia. The decision was to be implemented within three months of its adoption. The Court ruled that the right to education was violated by Russia, not yet by Moldova.

During the last two years, the lawyers of “Promo-LEX” Association, who represented the 170 plaintiffs at the ECHR, continued to monitor the situation. “Promo-LEX” sent a number of notifications to the Committee of Ministers of the Council of Europe, which is responsible for monitoring the implementation of the ECHR decisions. For its part, the Committee reiterated that all the member states are obliged to unconditionally implement the definitive decisions and called on the Russian authorities to carry that decision out.
