The territorial-administrative reform is extremely necessary as the villages are fully depopulated and the district councils do nothing but waste public funds, said the chairman of the People Power Party Ruslan Codreanu. According to the politician, no government has political will to bring this reform to an end given the prevailing electoral interests, IPN reports.

The chairman of the People Power Party said the territorial-administrative reform to eliminate district councils will contribute to efficiently managing public funds. The funds saved as a result of the liquidation of district councils can be directed to mayors’ offices.

“The territorial-administrative reform is necessary as we have fully depopulated villages. There are now 898 localities in the Republic of Moldova, local public authorities of the first level. Out of these, 95% cannot cover their administrative costs. The districts should be definitely liquidated. No one had political will to do such a reform as everyone thinks about the voters. The opposition considers it has many district councilors on behalf of the party and these are electoral agents. There are now 1,300 district councilors whose duties are unclear and 3,000 employees in all the districts whose duties are also not clear,” Ruslan Codreanu stated in the program “Reflection Points” on Vocea Basarabiei station.

According to the politician, the debates initiated by the government on the territorial-administrative reform are late as the local elections will take place in 2023 and the electoral legislation can be amended at least a year before the elections.

“The villages disappear but we keep the district councils with heads who have drivers, deputy district heads whose duties are unclear and we this way waste public funds. 30 million lei is spent annually on maintaining district councils. Why isn’t this money used to increase the salaries in mayor’s offices?” asked Ruslan Codreanu, noting the debates on the reform are late and mayors in 898 localities will be again elected next year.

The former acting mayor of the municipality of Chisinau Ruslan Codreanu has headed the People Power Party since 2021. He was already designated as the party’s official candidate for the post of mayor general of Chisinau municipality for the local elections of 2023.
