The revision of the licenses, authorizations, certificates and other licensing documents issued by the public authorities to economic entities was one of the major accomplishments of the entrepreneurial year 2010 in improving the business climate and simplifying entrepreneurial activity.
The implementation of the Law on the Authorization of Construction Works, which took effect in September 2010, will improve Moldova’s indicators in the World Bank’s report Doing Business. Such an opinion was stated by economist Alexandru Fala, quoted by Info-Prim Neo.
In the analyses and forecasts publication “Economic Monitor” produced by the Institute for Development and Social Initiative “Viitorul”, the expert says that Moldova’s score in this report was low during the last few years owing to the burdensome procedure for obtaining construction authorizations. The new law sets the exact terms for issuing a construction authorization and the charge levied by the local public authorities from applicants.
Continuing the regulatory reform, the Ministry of Economy and the USAID/BIZTAR Project in May-October 2010 assessed 406 licensing documents issued by 55 central public authorities. Only 271 of them were included in the Nomenclature of Licensing Documents, 96 were recommended for abrogation, while 39 were classed as non-licensing documents.
In 2010, there were approved the bill on entrepreneurial authorization, a bill containing amendments to primary and secondary pieces of legislation and the draft one-stop office conception. The one-stop office will enable the public servants to provide information and standardized documents at one point.
The bill on the control of entrepreneurial activity is being drafted and is to be soon presented for public discussions. It suggests instituting the Control Register that will contain information about the carried out inspections and penalties imposed by the control bodies and will allow avoiding double controls at companies in the same period.
