The revenues that will be collected into the 2013 local budgets of a number of suburbs of Chisinau municipality will exceed the spending, the Finance Division projected. If so, this will be a new situation for the last several years. “If the incomes are higher than the expenditure, the sums exceeding 100% will be transferred to the fund for financially supporting the territorial-administrative units,” said the Division’s head Veronica Herta. Contacted by Info-Prim Neo, Veronica Herta explained that such a situation appeared following the rise in the revenues planned for 2013 and the amendment of a number of normative documents and of the Education Law. By the changes made to the Education Law, the suburban schools and high schools are transferred under the administration of the General Education Division, while the maintenance costs will be covered from the municipal budget, not from the budgets of the settlements, as until now. Thus, the spending in the suburbs will decrease. According to the Finance Davison head, the Ministry of Finance anticipated that the municipal budget revenues in 2013 will exceed the expenditure by 20%. Thus, the 20% or 278 million lei will be transferred to the state budget. In this connection, Mayor General Dorin Chirtoaca said that the 2013 draft municipal budget must be finalized this week so that it is approved in the first reading in the next meeting of the Municipal Council.
