The Chisinau Public Amenities Division put forward regulations on the installation of interphones at the entrance to apartment buildings following an increase in the number of cases of violation of the right to public property. Under the regulations submitted to the Chisinau Municipal Council, the interphones will be set up only based on the written consent of 50%+1 apartment owners, IPN reports.

The regulations provide that the dwellers or their representatives will sign contracts for the provision of services with the contractor responsible for installing interphones. The contract will contain technical and legal aspects and the service provider’s obligations. The service provider will have to repair the stairs, to change the entrance door, to set up protection bars and to build wheelchair access.

The contractor will also have to issue free access cards to the building’s manager and to dwellers who didn’t sign the service provision contract. If the door cannot be opened, the contractor will take steps to unblock it within 30 minutes.

The informative note to the regulations says that many interphones are now installed without the consent of the majority of dwellers of apartment buildings, the right to property being thus violated.
