The Chicu Government’s resignation is not an unexpected one. Moreover, Prime Minister Ion Chicu acted absolutely correctly as the mandate he requested from Parliament in November 2019 was until the presidential elections. On the other hand, this resignation could have been initiated by the Party of Socialists, said experts invited to IPN’s public debate “Snap parliamentary elections: necessities, possibilities, interests”.

According to expert Igor Boțan, Prime Minister Ion Chicu acted absolutely correctly when he resigned as the mandate he asked in Parliament in November 2019 was until the election of the new President. “Under Article 103 of the Constitution, the Government works based on a program. Ion Chicu’s program, in its preamble, says it is valid for the period until the president elections. The presidential elections took place. The tenure of President Igor Dodon expires today and Maia Sandu’s mandate starts tomorrow. Respectively, this gesture made by Ion Chicu is absolutely correct. The question is what’s next. Taking up her duties, Maia Sandu is to start consultations with the parliamentary groups so as to consider the possibilities of dissolving the current Parliament as soon as possible. If this resignation is used by the informal parliamentary majority to create problems, Maia Sandu will have to take steps to prevent a possible scenario aimed at undermining the position of national leader that she aims to build.

According to political analyst Cornel Ciurea, even if the resignation of Premier Chicu was anticipated by commentators, it is actually initiated by the Party of Socialists, by those who are now in power. The PSRM got tired of being a punching bag and thus launched a new “political match” by which the Socialists take a step back and enable Maia Sandu to enter the game and to show a constructive initiative so as to try and form a Government. However, this possibility is offered within a particular framework, under the pressure of constrains, as Maia Sandu does not have a clear majority in Parliament. It will be an interesting political game that will start immediately after the inauguration of Missis Maia Sandu, I think,” stated Corneliu Ciurea.

Jurist Ștefan Gligor said Maia Sandu will not hurry to make the mistake of assuming government and will do her best to induce snap parliamentary elections. The current Parliament discredited itself and no longer represents the interests of Moldovans. Maia Sandu, as President-elect, was very trenchant in this regard. She didn’t accept to be made responsible for the product of Dodon’s and Chicu’s government. “She was precautious this time and avoided this trap and I think she will insist on bringing things to a logical ending that is called snap parliamentary elections, in the hope that the new Parliament will consist of upright persons who will form a simple majority and will represent citizens’ interests, not the interests of organized criminal groups with which the Party of Socialists formed an absolutely evident symbiosis,” he stated.

The Prime Minister of the Republic of Moldova Ion Chicu tendered the Government’s resignation in a move to trigger the process of calling snap parliamentary elections. The announcement was made by Premier Chicu in a press briefing on December 23, held alongside incumbent President Igor Dodon and Parliament Speaker Zinaida Grechanyi.
