The spending undeclared by political parties in the first half of this year is almost five times higher than the figure for the corresponding period last year. According to the monitoring report on party funding in i Moldova, compiled by Promo-LEX Association, the undeclared costs in January-June exceeded 21 million lei, as opposed to almost 4.5 million lei in the first six months of last year, IPN reports.
The report that was presented in a news conference on September 28 reveals that the number of parties that reported costs rose compared with 2016, but the information was provided imperfectly, not in accordance with the rules of filling out the financial report. Promo-LEX ascertained that the PDM and PL didn’t report 287,000 lei spent on public events. Also, the PL and PLDM didn’t declare almost 131,000 lei spent on the press and promotional materials.
The PSRM, PPPN, PPEM, PL, PPPDA and PPS didn’t report costs totaling over 224,000 lei for trips through Moldova, while the PDM, PSRM, PCRM, PAS and PPPDA failed to report almost 18.5 million spent on trips abroad.
The PDM, PSRM, PCRM, PPPN and PL used administrative resources in the monitored period, but cannot be penalized for such acts outside election campaigns.
The party membership dues are no longer an attractive source of financing. These decreased from 24% in the first six months of 2016 to 5% in the first half of 2017. The donations represented 38% in 2017, as opposed to 75% in 2016.
According to the report, the political parties do not present sufficient information about the donations attracted from private individuals, while the inspections bodies are not very eager to investigate such violations when they are reported by nongovernmental organizations.
