Both the press and society lately discussed a lot the methodology of indirectly determining the incomes of private individuals, but this methodology will not be applied in 2011, Nicolae Platon, head of the State Main Tax Inspectorate, said, quoted by Info-Prim Neo.
Nicolae Platon called on the taxpayers not to worry because this is not a new tax as the press reported. It is an instrument for combating fiscal evasion and this method is used in a number of countries, including Romania.
“It is not true that any expense will be taxed, even the money paid for more expensive clothes. It is a method of indirectly assessing the incomes of the persons who earn more than 300,000 lei and whose realty is valued at over 1 million lei. For example, a person can purchase real estate for over 1 million lei, but has a monthly income of 2,000-3,000 lei, according to the database of the State Main Tax Inspectorate. How can this person buy property at such a price when his incomes are much lower. If the person confirms that the money was earned legally, he will pay the tax and will be an exemplary taxpayer,” he said.
According to Nicolae Platon, the remittances sent home by the relatives working abroad through banks will not be taxed, even the larger amounts intended for starting a small business.
“The legislative-normative framework for the indirect assessment of private individuals' incomes will be devised in the last quarter of this year with the participation of representatives of civil society and businesses. It will start to be implemented in 2012. Legal entities' incomes are already determined by indirect methods that turned out to be very efficient,” said Platon.
Asked how the Tax Inspectorate will collect data about the taxpayers who own realty worth over 1 million lei, Nicolae Platon said relevant information will be provided by the Fiscal Cadaster. “According to the Fiscal Cadaster, there are 4,655 buildings owned by private individuals that are valued at over 1 million lei. 1,688 persons and 8,916 legal entities have commercial real estate worth over 1 million lei,” he added.
