The communication and interaction between Chisinau and Tiraspol, up to the final and durable settlement of the Transnistrian conflict, can take place only through the 5+2 talks and between the chief negotiators to the Transnistrian settlement process and their offices or between the sector working groups focusing on confidence building, while in the case of issues related to the Security Zone – between delegations and representatives forming part of the Joint Control Commission, IPN reports.

The clarification was made by the Reintegration Policies Bureau, which noted that representatives of institutions based in Tiraspol repeat the attempts to directly notify international partners and responsible authorities of the Republic of Moldova, sometimes intentionally remitting correspondence with headers containing with symbols and mentions of posts that are not approved in accordance with the national legal framework. According to the Bureau, such manifestations are inadmissible and represent provocative actions that test the reaction capacity of the official Chisinau.

Until the conflict is extensively resolved, the direct and formalized correspondence between institutions from both sides of the Nistru cannot take place, except for private individuals and registered business entities of the region that work in accordance with the requirements of the national legislation. Only the chief negotiators of Chisinau and Tiraspol and the offices coordinated by these can remit relevant notices or reactions on neural-design sheets of paper, without symbols and references to public posts and without signatures in the name of the chief negotiators or their offices, says the Bureaus press release.

The chief negotiator of Chisinau is the Deputy Prime Minister for Reintegration who coordinates the work of the public authorities, being assisted by the Reintegration Policies Bureau. In the talks, this informs about the positions discussed with upper-level decision maker.

The Bureau noted that it regularly identifies intentional deviations on the part of representatives from the left side of the Nistru, who aim to give the impression that so-called bilateral relations with the right side and with the country’s foreign partners are developed. Chisinau every time notifies the players involved in the 5+2 talks and calls on Tiraspol to behave correctly.
