Registration for postal voting: What steps should be taken and how voters will be verified

The Moldovans who want to vote by mail in one of the six countries in which the project is piloted need to preregister. As part of this procedure, the voter’s state identification number, date of birth, photo of the face taken simultaneously with the identity document confirming the right to vote – identity card or passport of the citizen of the Republic of Moldova, including expired ones, will be required, IPN reports.

The Central Election Commission (CEC) approved the Instruction on remote identification by digital means of voters who asked to be registered for voting by mail.

CEC member Tatiana Barburos said that the voter’s identity will be verified on the basis of the presented ID and photo, by comparing the images and the information confirmed by individuals or those taken from the State Register of Voters and the State Population Register.

The identification procedure consists of several stages. The first stage consists in the collection of identification data, while the second stage aims to verify the identification data. The compilation of the record file is the next stage. The procedure ends with the generation of the result of the remote identity verification.

The Moldovans in the six countries must register on the online platform “Preregistration” on www.inregistrare.cec.md. The registration is already available and can be made during up to 45 days before the election date. In the process of identity verification, the electoral body can notify the voter to update part or all of the data to make identification possible.

“For the purpose of identifying voters, the registration process requires the state identification number of the natural person, the date of birth, the photo of the voter’s face taken simultaneously with the identity document confirming the right to vote and only the documents stipulated in Article 78 of the Electoral Code are accepted. It goes to the identity card and passport of the citizen of the Republic of Moldova, including with the expired period of validity. The photo of the voter with the identity document will not be accepted if the document does not allow the identification of the holder, the document contains signs of modification or if the documents lack the legally required data or the data do not correspond to the official data, or the document is of an age that does not allow the comparison of the face,” explained Tatiana Barburos.

The operators involved in the voter identification process will complete and sign a confidentiality statement.

Postal voting will be implemented for the October 20 presidential election in the United States of America, Canada, Norway, Sweden, Finland, and Iceland.
