Reconstruction works of block for internally displaced people start

On November 20, the reconstruction works of the block on Milescu Spataru Street from Chisinau, meant for the internally displaced people from the eastern regions of Moldova, have started, announces the Ministry of Constructions and Territory Development (MCTD), quoted by Info-Prim Neo. The block of about 80 flats is built within the Project on building residences for the socially vulnerable classes, supported by the Council of Europe Development Bank. According to MCTD, on October 7, the public auction took place, followed by the appointment of “Dansicons” SRL for accomplishing the works. On October 24, the enterprise contract between the project implementation unit and the winning company was signed. The project, supported by the Council of Europe Development Bank, provides for building four blocks of 227 flats in 2008 and 2009. For accomplishing it, three localities from Moldova have been selected - Chisinau, Singerei and Glodeni. In Chisinau two blocks of 149 flats will be built (on Milescu Spataru and Liviu Deleanu streets), in Singerei – a block of 48 flats (Voinitchi street) and in Glodeni – a block of 30 apartments (Constantin Stere street). The works of the block from Glodeni have started. The flats to be built are meant for vulnerable croups: internally displaced people from the Moldovan eastern districts, 1st and 2nd grade invalids, families with many children, people who lost their goods as a result of natural or technological damages. The total project amounts to 7,628,879 euro, 64.23% being a loan offered by the Council of Europe Development Bank, and 35.77 % is the sum allotted from the local public administration budgets. Previously, the Transnistrian Refugees’ Movement repeatedly accused Chisinau’s central and local authorities of tergiversating the construction of the block from Milescu Spataru street. Chisinau mayor Dorin Chirtoaca stated there are suppositions that the minister of constructions and territory development, Vladimir Baldovici, promotes a certain construction firm for this project. On the other hand, MCTD has declined its responsibility for tergiversating the construction, saying that of all localities where the project is being implemented, only Chisinau lacks the interest on the part the local public administration in its efficient implementation.
