Public servants will be taught to correctly design normative documents

The civil servants and jurists of the local public authors of the second level, secretaries of the local public authorities of the first level, local NGOs and representatives of the mass media from ten districts in central Moldova will be taught to correctly formulate normative documents within training seminars. The seminars are organized within the project “Informational Support to the Public Authorities in Designing Local Normative Documents”, which was launched in a news conference at Info-Prim Neo on May 19.
The project is implemented by the public association Center for the Analysis and Prevention of Corruption. The seminars will start in the second half of June and will last for three months. The Center’s head Galina Bostan said the initiative is aimed at strengthening the partnership between the local authorities and civil society, ensuring the observance of the rights of the people and national businesses. The mistakes that are most frequently met in the local secondary legislation be discussed in the seminars.
Within the project, there was published the Guidebook on Drafting Decisions and Orders of Local Public Authorities. The brochure includes models of normative documents that can be useful to the local authorities.
“The drafting of secondary laws in accordance with the legislation can prevent corruption. Most of the corruption elements are met in the documents of the local public authorities, which contain many violations, including of human rights. But the local public authorities should be willing to effectively implement the law and contribute to the respect for the human rights,” said Galina Bostan.
Author of the guide Stefan Creanga said the statistical data show that the local specialists encounter difficulties in drawing up documents. “We aim to offer the specialists and local authorities support so as to facilitate their work with the normative and individual documents,” he stated.
The project “Informational Support to the Public Authorities in Designing Local Normative Documents” is supported by the US Agency for International Development within the Academy for Educational Development’s Moldova Civil Society Strengthening Program.
