Public Property Agency reacts to Chisinau City Hall’s accusations

The state will seek damages from the Chisinau municipal administration and local cadaster offices that leased out state-owned plots of land and illegally annulled the ownership rights over these, director of the Public Property Agency Tudor Copaci said in a press briefing on February 21. Copaci denied the accusations that they appropriated 500 plots owned by the municipality, made by the Chisinau City Hall, IPN reports.

According to Tudor Copaci, the information was disseminated by the City Hall with the aim of manipulating the public opinion. “It should be noted that the City Hall and the Chisinau Municipal Council illegally ordered to transfer state-owned plots under the municipal ownership of Chisinau without the Government’s consent,” he stated.

The director of the Public Property Agency said that such operations are performed based on Government decisions. In this case, no such decision exists. Thus, the Agency, which manages the state property, decided to annul the decision to transfer these plots under municipal ownership.

Eight complaints were filed to court in this case against the municipality. The court accepted them and ordered to sequestrate the 30 plots that were already identified as being used by business entities.

Several days ago, the Chisinau City Hall issued a press release, saying that the Public Property Agency, without preliminarily paying damages, illegal expropriated 500 plots from the municipal land stock located near private facilities and also a number of privately owned plots that were earlier denationalized by decisions of the Municipal Council. The municipality noted that the public plots situated on the territory of Chisinau municipality are property of the local public authorities, not of someone else and this is provided in the Constitution, the Land Code and other legal acts.
