Public authorities subjected to anticorruption monitoring

A number of central public authorities were monitored in 2012 to see how their anticorruption hotlines worked. According to the public association “Center for the Analysis and Prevention of Corruption” (CAPC), which performed the monitoring, a number of ministries do not have a person responsible for anticorruption matters and, even if there is a hotline, its number is hard to be remembered, Info-Prim Neo reports. CAPC jurist Radu Jigau told a news conference that within the monitoring they made by two phone calls during two months to each of the monitored institutions. There were monitored 20 central public institutions, 16 of which were ministries. The monitoring results showed that 15 of the 20 institutions ensured satisfactory visibility of the number of the anticorruption hotline by placing it on their home page or by creating a separate division. The hotlines of the Ministry of the Environment, the Ministry of Education, the Ministry of Information and Communication Technology, and the Ministry of Foreign Affairs and European Integration were identified with difficulty, while of the Ministry of Justice can be found out only through the agency of the minister’s antechamber. The best example is the Ministry of Finance, which published all the contact data and information about the responsible persons. CAPC director Galina Bostan said the information about the anticorruption measures presented by the public authorities is partial. A thorough report with the full scores will be made public at the beginning of March. Galina Bostan said she was skeptical about the monitoring results when the activity was launched, but they saw that the situation in the anticorruption field has improved. Transparency International Moldova director Lilia Carasciuc said there was made insufficient progress because there are no clear regulations concerning the work of the anticorruption hotlines.
