The contracts for investment in attic-like stories, signed with the General Public Amenities Division, were something normal in 2018 and everything was done according to an approved procedure, the Division’s deputy head Gennady Dubița said following the statements made by ex-deputy mayor of Chisinau Victor Chironda in a news conference at IPN.
As to the case mentioned by the former deputy mayor, Gennady Dubița said the investor in the attic-like stories on 4 Eugen Doga St and 96 Alexandru cel Bun St filed an application to the Chisinau City Hall back in 2017 and this was referred to the General Public Amenities Division. In accordance with the procedure, in the case of blocks managed by the General Public Amenities Division, the contracts for investment in attic-like stories were signed with this Division. The entrepreneurs presented a series of documents, such as the project and the consent of dwellers from the last floor and a contract with the Division was signed based on such a request. The contract stipulated the contractor’s obligations towards the apartment building. The investor was authorized to erect attic-like stories in exchange for performing capital repair and modernization works and works to improve the infrastructure of the block.
As the application was referred to the General Public Amenities Division that was then led by Petru Gontea, at the start of 2018 the investor was issued with a permit for building the attic-like stories. When Ion Burdiumov took over, he signed the investment contract under which the investor was to present the whole package of necessary documents when the permissive documents were issued, including the consent of dwellers, after the signing of the contract already. It was the responsibility of the investor to have all the necessary documents, including the consent of dwellers.
When they found out that a part of the dwellers opposed the construction of the attic-like stories, the Division revoked the building permit and asked the City Hal to annul all the permissive documents.
Gennady Dubița avoided commenting on Victor Chironda’s request to order an internal inquiry that would cover functionaries of the Architecture Division and the General Public Amenities Division, but said that the General Public Amenities Division is ready to cooperate.
