PSRM: Appointments without contest in law enforcement agencies represent politicization

The Party of Socialists (PSRM) considers the appointments without a contest in law enforcement agencies, including the National Anticorruption Center, represent politicization and political subordination of these institutions as well as political control over justice.

The PSRM’s reaction comes after PAS MPs proposed that the NAC director should be appointed by Parliament by a majority of votes of MP, at the suggestion of at least 20 MPs, with the approval of the legal commission for appointments and immunities, IPN reports.

In a press release, the PSRM says society wants namely the depoliticization of these institutions so that they function independently from political parties, from the legislative and executive powers. Such initiatives throw Moldova several years back. They should be broadly discussed with society and should be appraised by the Venice Commission before being submitted to Parliament.

“It is regrettable that we are witnessing a very dangerous process of subjecting the law enforcement agencies, the judiciary to a political party. We have struggled for years to free the country from a regime that captured the state institutions and now see a new cynical attempt to capture the state and usurp the power in the interests of a party,” said PSRM, noting they will insists on the necessity of keeping the independence of the law enforcement agencies and the judiciary so that they are managed by professionals who are not subordinate to parties or another force.

The authors of the proposed bill said society considers the contests to choose candidates for executive posts in different institutions by the Government or Parliament not in all the cases end with the efficient activity of these authorities in safeguarding the public interest.

“The experience of contest holding on a parliamentary platform shows that in many cases a transparent selection of the best candidates is not ensured in these contests, with a political interest in supporting “preferred candidates” and disqualifying “inconvenient candidates” being present,” runs the informative note to the bill.
