The Social-Democratic Party of Moldova (PSD) suggests reforming the law enforcement bodies and the judiciary system as part of the anti-crisis solutions proposed by it. The PSD’s proposals will help make the law enforcement bodies’ activity more efficient and will ensure the real independence of the courts from the legislative ad executive powers, the PSD president Dumitru Braghis told a news conference on Thursday, March 12, Info-Prim Neo reports.
The PSD proposes that the judges be elected directly by the people. “When a judge makes a decision that does not comply with the law, the people will have the right to dismiss this judge by referendum. The election of judges must coincide with the local elections, where the candidates for judge will compete between them,” Dumitru Braghis said.
Ion Gangan, the mayor of Nisporeni and election runner on behalf of the PSD, said that the mayors’ responsibility for maintaining public order should be increased. “The mayor elected by the people is obliged to take care of their security. For the mayor to be able to fulfill this duty, the district inspectors should be subordinate to mayors’ offices,” Gangan said. He also said that the young people should have the possibility of doing their military service as subordinates of the district inspector in the settlement, not in military or carabineer units.
In order to improve the work of the law enforcement bodies, the PSD suggests merging the traffic police and the patrolling service into a municipal service for combating offenses.
The Social-Democrats say there should be created a national service that would investigate criminal and economic offenses, while the Center for Combating Corruption and Economic Crime should be reorganized. “We are convinced that if the Center is deprived of the task of combating economic offenses, it will be able to concentrate on the fight against corruption in institutions of the central and local authorities,” the chairman of the PSD National Council Iurie Bolboceanu said.
Bolboceanu stressed the necessity of controlling the expenses of the MPs, civil servants and members of their families so as to prevent corruption.
