Constructions near historical monuments will be banned. The MPs adopted a bill that specifies the protection area of monuments and the principles of intervening in these. For example, in urban localities, the protection area is 100 meters, in rural areas – 200 meters, while outside localities – 500 meters, IPN reports.
“By the amendments we made yesterday, we aim to transmit a message to society, namely that the period of chaotic constructions as a result of systemic demotion of the historical cultural heritage should stop. Regrettably, the events of the last 20-30 years show that our cultural heritage has been under a strong attack of ill-intentioned developers that placed the public interest above the idea of keeping and conserving cultural heritage,” PAS MP Virgiliu Pâslariuc stated in a press briefing.
MP Igor Chiriac noted the bill is designed to remove the normative ambiguities and discrepancies and to strengthen the protection of historical monument. “We will be able to prevent the appearance of constructions on protection areas of historical monuments and will this way prevent the risk of deterioration and destruction of monuments,” he said.
MP Vasile Grădinaru stated that in time the local public authorities issued building permits and urbanism certificates for erecting constructions inside protection areas of historical monuments and this led to the partial or full destruction of monuments. Therefore, it is suggested instituting the protection area, as they do all over the world.
Under the bill, the damage caused to monuments will be covered by the owner or manager of the monument and by private individuals and legal entities that initiated, financed and executed the works. Or the Ministry of Culture will sue those to blame for damages and will initiate the expropriation procedure for the public unity cause of the monument.
The bill is to be given a final reading.
