The automated information system “Register of criminal and criminological information” (E-File) will be implemented at all the bodies of the prosecution service. This will be centralized and will include the registration, processing, administration and reporting procedures performed within the existing system and will allow managing all kinds of information, IPN reports.

According to the Prosecutor General’s Office, in the future the system will be integrated with the information systems of the Ministry of the Interior, the National Anticorruption Center, the Customs Service, the Ministry of Justice, the Ministry of Information and Communication Technology and other central public authorities.

Among the main advantages of the “E-File” are the ensuring of unified information management and interaction of the investigation and prosecution bodies, courts and penitentiaries and comprehensive monitoring of the prosecution activity, discipline observance and criminal case examination process. The system will enable to secure the processes of processing and keeping data collected within investigations, to avoid doubling of resources and powers in the cases managed by the prosecution bodies and to improve the statistics and criminological analysis capacities.

The instrument was worked out by an Estonian company specialized in designing IT solutions for public institutions of different ranks. There will also be purchased the necessary equipment and trained the users. A joint group consisting of representatives of the law enforcement bodies and other institutions is drawing up measures to integrate the system with other relevant information systems and to adjust the legal and normative framework in the field.

The elaboration and use of the system is envisioned in the justice sector reform strategy.  Money from the budget support for the justice sector reform provided by the EU in 2013-2014 is being used for the purpose.
