All the education institutions in the municipality of Chisinau – kindergartens, schools, lyceums and sports schools – will have their property inventoried and included in the bookkeeping records until May 1 this year. A request to this effect was made by acting mayor of Chisinau Ruslan Codreanu, who said the measure will ensure transparency in the municipal education system and will prevent the unjustified collection of payments from parents.

In the March 4 meeting of officials of Chisinau services and divisions, the acting mayor instructed the General Education, Culture, Youth and Sport Division to prepare an order obliging the of managers of institutions to ensure the property of each kindergarten, school or lyceum is indicated in the accounting records. These document should be placed on informative boards in each institution. The order will stipulate that the collection of money and instigation of such practices is banned.

Each parent will be informed about the assets owned by the kindergarten or school and about the monthly procurement procedures, tender contests for types of works with execution time limits and names of executors. Until April 1, there will be placed information about the budgetary sources allocated to each institution apart, by types of works and necessities that remained uncovered financially, and the report on the monthly costs per institution, including for hygiene products.

Contacted by IPN, deputy head of the Education Division Valeriu Mîrza said the inventorying process is continuous and is performed by the specialized division of the centralized accounting office. The most recent inventorying was conducted about a month ago. An order similar to the requested one already exists. It is important that the formulated requirements be respected by the managers of the education institutions. The impact of such a request, even if this is not new, could ensure greater transparency as the information will be published monthly and will be presented in a clearer way to parents.
