The October 30 election observation mission of Promo-LEX Association ascertained a tendency to use administrative resources in the promotion of candidates for President. It established that representatives of the local public authorities of the first and second levels were involved in the signature collection process and in meetings with people during working hours. There were also identified cases of present offering in the election period, IPN reports.
According to Promo-Lex, the quality of data in the State Register of Voters remains a problem. In seven settlements, the observers identified cases when the addresses indicated in the identity cards of voters were different from the data contained in the Register. Dead persons were detected on electoral registers in at least six settlements. The observation mission also identified ten cases of offering of electoral presents, five of which involved representatives of the Democratic Party, while another five – of the Party of Socialists.
The mission established that a number of initiative groups reported ‘zero’ expenses at a time when they disseminated promotional materials through online platforms and billboards.
Promo-LEX’s election observation mission welcomes the rise in the number of polling places that will be established abroad for the October 30 presidential elections, but considers the reduction in the number of polling places in the UK is unjustified. It also believes that the number of polling places in Russia, Belgium. Ireland, France, Italy, and Romania should be increased.
The election observation mission of Promo-LEX consists of 42 long-term observers who will oversee the election process in all the electoral districts of Moldova between August 31 and November 30, 2016.
