Promo-LEX reports insignificant discrepancies identified in parallel vote count

The parallel vote count by observers of Promo-LEX Association confirmed the results announced by the Central Election Commission (CEC). According to the Observation Mission’s head Pavel Postica, the identified differences do not influence the percentage obtained by the candidates, IPN reports.

Thus, the preliminary results of the parallel vote count in Chisinau municipality show that: Vasile Costiuc gained 504 votes (503 according to CEC); Valeriu Munteanu – 8 058 votes (8,078); Ion Ceban – 91 485 votes (91 575) and Silvia Radu – 39 461 votes  (39 460).

The figures of Promo-LEX coincided with those announced by the CEC in the case of the other candidates: Alexandra Can – 385 votes; Maxim Braila – 331 votes; Alexandru Matu – 374 votes; Constantin Codreanu – 10 163 votes; Andrei Nastase – 71 803 votes; Alexandr Roshko – 443 votes and Victor Stratila – 414 votes.

In general, Promo-LEX ascertained deviations from the legal provisions both during the election campaign and on the election day. For example, the legal cap on spending for an election runner was exceeded in Jora de Mijloc village during the election campaign. As a result, this runner won the elections. “Our role as observers is to notify the public of these deviations. The role of the courts of law is to analyze these deviations and decide if they can lead to the annulment or invalidation of the election outcome,” stated Pavel Postica.

Referring to the inaccuracies in the electoral registers, the Observation Mission’s head said the CEC should work out an efficient mechanism for the imprecisions to be removed before the next elections. “The CEC said it is the responsibility of the voters to report the inconsistencies in rolls. What the CEC didn’t say is that over 20% of the electoral offices were closed during working hours in the election campaign, as the observers of Promo-LEX established. Thus, I don’t think it is right to shift the responsibility onto the voters only,” noted Pavel Postica.

Promo-LEX will also monitor the electoral process in the runoffs in Chisinau municipality. Given the low voter turnout in the first round, Promo-LEX will conduct a civil and electoral education campaign before the runoff vote and will urge the voters to be more active.
