Over the course of election day, Promo-LEX observers reported about 20 shortcomings regarding electoral lists. The observation involves errors regarding addresses, deceased voters, signing on behalf of other people, etc. The head of the Promo-LEX Observation Mission of the new parliamentary and general local elections of October 20, Pavel Postica, told during an IPN news conference that these types of incidents have occurred the most on election day.
According to Pavel Postica, these errors were reported in polling stations in Chișinău-Ciocana, Chișinău-Botanica, Chișinău-Center, Chișinău-Buiucani, Chișinău-Codru, Florești-Sănătăuca and Bălți.
The unjustified presence of unauthorized persons inside polling stations or within 100 meters was reported in six cases. The incidents were reported in polling stations in Cahul-Iujnoe, Chișinău-Vatra, Telenești (2 cases), Dubăsari-Coșnița and Orhei.
According to Pavel Postica, six other cases reported by observers concerned acts of violence or intimidation of voters or other persons. Three cases occurred at polling stations in the Botanica sector, Chișinău municipality, one in the Râșcani sector and at Ciocana. Another case was reported at a polling station in Chișinău-Cricova, while an additional one in a polling station in Cimișlia-Valea Perjei.
The head of the Promo-LEX Mission added that nine reported cases concerned unjustified group voting, which implies that two or more people were standing in the voting booth. Photographing ballot papers, the use of expired identification documents and the inappropriate positioning of voting booths that allows to see the voter's choice was attested in seven cases. Another six cases of incorrect ballot use were reported. 4 cases were registered when the ballot boxes were not sealed according to legal procedures, said Pavel Postica.
Additionally, seven cases of functioning deficiencies of the State Automated Information System "Alegeri" were reported.
Promo-LEX placed 307 observers in Chișinău, 59 in Bălți and 12 in Comrat, while another 369 observers are posted across the country. There are 22 observers in the 48th uninominal electoral district and there are 12 observers in the uninominal circumscription no 50, which is abroad.
