The violation of secrecy of the vote remains the most frequent violation recorded during the runoff presidential election of November 3. By 07:00 p.m., 917 electoral incidents were reported and 222 of them were confirmed by the Promo-LEX election observation mission, IPN reports.
The breach of voting secrecy was the most common type of violation with 81 cases in which voters were caught photographing the ballot or visibly displaying it, contrary to the legislation regulating the privacy of voting.
The electoral information system “Elections” is in second place with 33 cases of reported faults in its functioning, which generated connectivity problems and delays in the voter registration process. Inconsistencies in the voter lists were reported in 16 cases.
There were also ten cases when the filming of electoral operations was interrupted, raising suspicions about the transparency of the electoral process. Six cases were related to improperly sealed ballot boxes.
The Promo-LEX observers also detected nine cases of unjustified group voting, which is against the principle of secret and freely expressed vote. In nine other cases, unauthorized persons were inside the polling stations or within a radius of 100 meters, which can influence the electoral process. In addition, six cases were related to political campaigning, and two cases were related to rumors and attempts to give rewards to voters to influence the choice.
Promo-LEX delegated observers to monitor voting at 614 national polling stations, selected based on a sample established by a sociological company, and by one observer to oversee the process at the 30 polling stations intended for Transnistrian voters. It also dispatched 90 static observers abroad, as well as 89 mobile teams to monitor voting at polling stations that were not included in the sample.
