Only two measurable promises were made in the election campaign of 2010. They referred to the justice sector and public order and were made both by the Liberal Party. According to the analysis published on the platform promis.md, which was launched by the Association for Participatory Democracy (ADEPT), one of these promises was fulfilled ‘well’, while the other ‘satisfactorily’. The results of the analysis were presented in a news conference at IPN on November 13.
“These are two essential promises: reformation of the law enforcement bodies and the justice sector and the working out of a strategy for ensuring traffic safety,” stated ADEPT associate expert Mariana Kalughin.
“As regards the first promise, there was formulated and adopted the justice sector reform strategy for 2011-2016 and a plan of action for implementing it. The strategy started to be carried out. The reports of the implementing authorities and of the NGOs monitoring the process speak about a stable dynamic. About 59-61% of the actions monitored have been implemented,” said the expert.
According to Mariana Kalughin, the made progress is important, but there are a number of difficulties and shortcomings, including in the process of reforming the prosecution service. “Though we have a strategy for reforming the prosecution service, no other efforts were made in this respect. There are also problems as regards the implementation of electronic systems, the mechanism for the random distribution of cases,” stated the expert.
Mariana Kalughin also said that some of the measures are not balanced even if they are well-intentioned. Thus, the salary of judge was increased by 100%, but the law on the disciplinary punishment of judges will take effect after January 1, 2015. As to the police reform, it substantially deviated from the initial conception, while the reformation of the Security and Information Service is not visible. The National Anticorruption Center was subject to inconsistent reforms, being managed first by Parliament and then by the Ministry of the Interior.
Instead, the national road safety strategy was a promised fulfilled ‘well’. “Statistics prove this. There was created a specialized patrolling subdivision and the Road Traffic Monitoring Center that will improve the process and the activity of the Ministry of the Interior in the field,” stated Mariana Kalughin.
