The electoral programs of the candidates for President Igor Dodon and Dumitru Chubashenko, as regards the Association Agreement with the EU, are insufficient, of a low quality and sometimes run counter to the provisions of this document signed by Moldova, a number of NGOs that analyzed the programs ascertained.
In a news conference at IPN, director of the Resource Center for Human Rights Sergiu Ostaf said Socialist candidate Igor Dodon and Our Party’s candidate Dumitru Chubashenko do not suggest solutions for implementing the Association Agreement even if the Republic of Moldova assumed particular commitments in this regard. The electoral programs of the two candidates were analyzed from the perspective of 12 rights, including the rights to accessible energy, sound justice, gender equality, and accessible loans.
The analysis showed that Dumitru Chubashenko does not suggest solutions for most of the analyzed rights. As regards the respect of the right to responsible governance, Dumitru Chubashenko suggests dissolving Parliament and creating a presidential system. “It is a prejudicial option and a myth as the presidential regime functions nowhere,” stated Sergiu Ostaf.
As to the ensuring of the right to accessible energy, the analysis shows that Igor Dodon suggests consultations with the Russian Federation on the Third Energy Package of the EU, which, according to the analysis authors, will not be accepted because Russia rejects this package.
Igor Dodon proposes annulling the Law on the Equality of Chances, which means worse employment conditions in the public and private spheres, discriminatory regime based on particular principles or criteria. From this viewpoint, the Socialist candidate is not like Dumitru Chubashenko, who is discreet, but also hostile and who contrasts such values as integrity, responsibility and social cohesion with particular conservative preferences.
Sergiu Ostaf also said that they chose these two candidates because the NGOs that carried out the analysis, among which is the Resource Center for Human Rights, the National Council of Students Organizations of Moldova and the Association ”Honor, Dignity and Homeland”, have a doctrinaire position based on the European democratic values.
