Program of Grosu Government: State of emergency for at least 30 days

In the immediate future, the Cabinet suggested by Igor Grosu will request Parliament to declare a state of emergency for at least 30 days, in accordance with the decision and recommendation of the Supreme Security Council of March 13. 2021. This is stipulated in the government program “Healthy Moldova” that is proposed by the candidate for Prime Minister, IPN reports.

The program, which has over 40 pages, says that if it is voted in, the Government is determined and ready to act for the benefit of the people and the country’s interests. It will focus on the responsible management of the economic and pandemic crisis, clearing of state institutions of corrupt people and organizing of free and fair snap parliamentary elections.

The executive will immediately fill the public posts at all the ministries and other authorities and will name new representatives at the local level. The authorities are to urgently resume the dialogue with the citizens, the social partners, entrepreneurs’ associations and producers, NGOs and international organizations so as to solve the problems of the people who need state assistance in times of crisis.

If Parliament declares a state of emergency, it should empower the Commission for Exceptional Situations to implement a package of laws for handling the health crisis, increasing the population’s incomes and supporting enterprises, especially the affected sectors. The anti-crisis package was estimated at 11 billion lei or 5% of the GDP, which is similar to the state aid provided by other countries.

The Government will assume responsibility for legislative initiatives and will adopt decisions to clear the state institutions of obscure influence, to fight schemes of corruption and to prepare for holding snap elections. The managers of ministries, other central administrative authorities, the State Chancellery and other institutions, who showed inefficiency in their work, committed illegalities or promoted group interests, will be replaced by competent and upright persons

For holding free and fair snap parliamentary elections, the Government will make sure that a sufficient number of polling stations are established abroad so that every Moldovan outside the country could exercise the right to vote. The legislation will provide the possibility for the Moldovans from the diaspora to vote during two days.

The daft decision to approve the Government’s program and give a vote of confidence to the Cabinet is to be examined in the March 25 sitting of Parliament.
