The article forms part of IPN’s series to present candidates for mayor of the municipality of Balti at the general local elections of November 5, 2023.

The Party of Socialists of the Republic of Moldova designated Balti inhabitant Maxim Moroșan as a candidate for mayor of the municipality of Balti at the general local elections of November 5, 2023. The candidate is 34 and for a year has managed the public association “I’m a Resident of Balti”.

Maxim Moroșan is married and has two children. He graduated from the Moscow University of Industrial Finance, the specialty of jurist, and the Russian Presidential Academy of National Economy and Public Administration (RANEPA), the specialty of municipal and state administration.

From 2010 until 2020, he had ran transport businesses. During ten years, he had acted as the representative of the Moldovan diaspora on the territory of the Russian Federation. In 2023, he was named leader of the Party of Socialists’ local organization in Balti.

For the period between January 1, 2022 and December 31, 2022, he declared incomes of 480,000 rubles and 420,000 rubles together with his wife. The source of income in both of the cases is the limited liability company “MTL AVTO LIDER” in the Russian Federation. Maxim Moroșan owns an apartment to the value of 3,303,508 rubles purchased in 2019, which is 36.2 square meters in area. He also possesses a lot of 0.16 ha acquired in 2018 and three motor vehicles. He owns a 100% holding in the limited liability company “MTL AVTO LIDER and a 70% participation quota in the limited liability company “STROITRU BPLAST) registered in the Russian Federation.

The priorities announced by the candidate include the supporting of older people (opening of stores, drugstores and social eateries, sociocultural events), implementation of a program to support young families and pregnant women, extensive repair of all kindergartens and the children’s camp “Olimpicul”, development of the IT, industrial and tourism sectors.

The candidate also intends to implement a program to develop the infrastructure and lay out the yards of apartment buildings, set up parking places and recreational areas. The dealing with waste and the problem of animals without an owner are also among the objectives set by Maxim Moroșan.

As the draw decided, the candidate will be preliminarily under No. 3 on the ballot.
