The article forms part of IPN’s series to present candidates for mayor of the municipality of Balti at the general local elections of November 5, 2023.
The Party of Development and Consolidation of Moldova designated the resident of Balti Aureliu Filipp, ex-deputy mayor, as a candidate for mayor of the municipality of Balti at the November 5 general local elections. The candidate is 59 and since the start of this year has formed part of the party’s team.
Aureliu Filipp is married. He graduated from the Balti State University, the specialty of accountant-inspector, and later from the Agricultural Institute of Chisinau, the mechanical engineer specialty. Afterward, he studied at the Public Administrating Academy under the President of the Republic of Moldova, the specialty of insolvency manager. He also studied for his doctorate at the Academy of Sciences of Moldova. He wrote more than ten articles about the processing of materials.
In 1986 – 1990, he worked as a superior engineer at the mechanization laboratory of the Scientific Research Institute “Selecţia”. Since 1993 until 1998, he headed the research laboratory on nonconventional technologies of the Balti State University “Alecu Russo”. In 1998 – 2000, he worked as the director of “CRICOVA” specialized store in Balti of the wine combine “CRICOVA” S.A. For two times, he held the post of manager of the Specialized Commercial Center “CRICOVA” in Balti of the Center of Business and Tourism “CRICOVA-VIN” S.A. In 2009-2017, he worked as the vice director and then as director of the limited liability company “BELDORNVIN” S.R.L. Since 2017 until present, he has headed the North Division of the Center of Business and Tourism “CRICOVA-VIN” S.A.
Aureliu Filipp served two terms as a councilor of the Balti Municipal Council, in 2003-2006 and in 2007-2011. Between 2006 and 2007, he held the post of deputy mayor of the municipality of Balti.
For the period between January 1, 2022 and December 31, 2022, he declared incomes of 256,000 lei earned at the Center of Business and Tourism “CRICOVA-VIN” S.A. Aureliu Filipp owns an apartment of 67.4 square meters to the value of184,521 lei bought in 2010 and a private house of 36.1 square meters to the value of 133,295 lei purchased in 2006. He possesses two lots of land and a 5% holding in the joint stock company “BELDORNVIN” S.R.L.
The priorities announced by candidate Aureliu Filipp include the modernization of the preschools and schools, building of multistory car parks and social housing, implementation of energy efficiency projects. He intends to set up photovoltaic systems at each educational institution and to promote the “Warm House” project to thermally insulate the municipal housing stock.
The candidate also aims to attract young specialists in economy, medicine, education, science, culture and public order to Balti and to keep those who work in these sectors. The diminution of taxes, attraction of investments, including foreign ones, development of the city and of local infrastructure are also among his priorities.
As it was decided by draw, Aureliu Filipp will be under No. 6 on the ballot.
