Even if the company “Proera Grup” SRL became the lawful owner of a building situated on the territory of the exhibitions center “Moldexpo” in 2011, its administration has been so far prevented by representatives of the state from effectively coming into possession of that construction. In such conditions, the company owns the building on paper only as in reality it cannot manage it, said the company’s director Gheorghe Efros.
In a news conference at IPN, he said the building became the company’s property after “Proera Grup” SRL in 2011 had to accept it instead of the money that was in an account at “Universalbank” that went bankrupt. When the documents were being prepared, the building was free from any special conditions on the part of the state. Even if the reconstruction of the building was planned from the start, access to the construction wasn’t ensured.
According to Gheorghe Efros, the building wasn’t finished and the plan was to reconstruct this into a business school and innovation park. In the process of looking for investors, it was concluded that combined residential areas are needed on the market. As a result, the building was redesigned as a hotel with residential spaces.
Gheorghe Efros said “Proera Grup” does not intend to come into possession of the piece of land situated nearby, which it can use for a period of 35 years based on a lease agreement. The lessor, the international exhibitions center “Moldexpo”, requested the company to build other functional areas there (boxes, laundry house, eatery), this being the condition for being allowed to use the land.
As to the recent assertions of an MP, concerning the company’s intention to build apartment buildings there, Gheorghe Efros said that under the clauses of the contract, the company has this right, but a relevant project does not exist. They just asked to be authorized. “I don’t want to plan anything. I don’t want to build anything. I found investors that could be interested in developing that lot, in erecting constructions and building an access road there. Personally, I don’t want to plan anything,” stated the manager.
