Procedure for starting trading businesses simplified

The coming into force of the amendments to the Law on Domestic Trade on July 19 will make the starting of a business possible in one day only. So far, an authorization for working in trade was issued during 70 days on average, Deputy Minister of Economy Vitalie Iurcu told a news conference.

The trading business can be now started following a notification submitted to the local public authorities. By the notification, the business entity will inform the local authorities about the planned business and its location. This will also declare on own responsibility that it meets the legal requirements for operating in the trade sector and will pledge to obey the law.

If the businesses pose particular threats to the life and health of people, like those from the area of public food, the procedure will last for 15 days. In the period, the market surveillance bodies will verify if the conditions of doing business meet the legal norms.

Among the changes to the Law on Domestic Trade is the reduction in the number of required documents from seven to one (from ten to four if the business poses threats to life and health). The applicant will take these to the one-stop shop.

The procedure for facilitating the starting of trading businesses was facilitated with the assistance of the International Finance Corporation that forms part of the World Bank Group. Project manager Lily Begiashvili said that this reform will have a positive impact on the business climate in Moldova. The entrepreneurs will be able to save time and to devote more time to developing the business.
