Pro Moldova suggests reviewing budget and creating anti-crisis fund

The parliamentary group Pro Moldova proposes reviewing the budget expenditure and reallocating the money so as to spend less on the interests of institutions or the political class and more on healthcare and the business sector. It also suggests creating an anti-crisis fund, IPN reports.

The group’s leader Andrian Candu said it is not normal to keep the current budget in a crisis year as this is an electoral budget that focuses on the presidential elections.

The MP noted that a lot of costs are kept unjustifiably in the current crisis period: for road building, the Road Fund. Purchases are made, parties are funded and the salaries of public servants are not capped. The state does not devote sufficient attention to the business community, especially SMEs, which were struck by the pandemic.

According to Andrian Candu, the Government’s proposal to subsidize interest rates on loans provided by commercial banks to businesses is not a solution as the banks will not release loans to enterprises that are now in a crisis. Therefore, the state should itself grant these loans.

Vladimir Cebotari, of the parliamentary group Pro Moldova, suggested offering assistance to businesses from the future anti-crisis fund, first of all to the enterprises that had to stop work under the decision of the Commission for Exceptional Situations or following the declaring of the state of emergency. Financial support equal to three salary funds calculated based on the salary fund for February 2020 should be provided to these. These financing resources should be non-reimbursable if the business entities keep the number of salary earners.

Pro Moldova also proposes that the state should come up with a solution to exempt the economic agents that have to rent offices from paying rental during the state of emergency.

The MPs voiced hope that the Government will take these proposals into account.
