The parliamentary group Pro Moldova in the morning of April 23 challenged the agreement on the lending of €200 million by Russia to Moldova in the Constitutional Court, asking to examine the requisition as a matter of urgency, IPN reports.

According to Pro Moldova MP Sergiu Sîrbu, there were held practically no negotiations before the signing of the agreement. The Government took note of the draft agreement, initiated negotiations and approved the signing of the accord by the same document. It is not known who negotiated the agreement and in what conditions. The appraisals of the Ministry of Justice and the expert parliamentary commission are absent.

Sergiu Sîrbu noted the document favors the Russian companies and the disputes that will appear if the agreement is not respected could not be resolved in international arbitration courts. A point of the agreement provides that the loans taken out by private individuals from Russian banks under the guarantee of the Russian side and with the consent of the Moldovan side can become public debt.

“We consider such provisions should not form part of financing agreements. They run counter to the economic interests of the Republic of Moldova and thus run counter to the Constitution of the Republic of Moldova and, under the procedure, the constitutionality of this agreement should be scrutinized before it takes effect,” Sergiu Sîrbu stated through Facebook Live.

Parliament on April 23 is to ratify the lending agreements between the Government of the Republic of Moldova and the Government of the Russian Federation for the provision of a state financial loan of €200 million.
