The document signed at the Transnistrian conflict settlement talks the 5+2 format in Vienna is titled “Principles and Procedures for the Conduct of the Talks”. Deputy Prime Minister for Reintegration Eugen Carpov said the document regulates the holding of the negations and the first principle says that the participants will not be able to impose conditions, will show political will and will carry out the dialogue in a consistent manner. Eugen Carpov said that in the next round of the talks they will not discuss the procedural negotiation rules anymore. The socioeconomic issues will be the first to be addressed.
He also said that the Government agreed the first three steps towards resolving the Transnistrian dispute. The first step is to unblock the official talks and this already happened. The second step is to establish an internal dialogue between Chisinau and Tiraspol, which started through the ‘football diplomacy’. And the third step is to strengthen the confidence-building measures. “We must identify the problems that divide us and make progress in settling the conflict,” stated Eugen Carpov.
The third round of the talks in the 5+2 format took place in Vienna on April 17 and 18.
