about the organization of the debate “Inefficient political ping-pong with alternation of roles. The culture of political relations between government and parliamentary opposition” within the project “Developing political culture in public debates. Series of public debates held by Info-Prim Neo news agency in its conference room”, supported by German Foundation “Hanns Seidel”
The debate has taken place on May 30, being the fifth day of the project and the second of the organized mini-cicles from the second trimester of 2012. Sergiu Sirbu, MP of PCRM; Iurie Chiorescu, MP of PLDM; Stela Jantuan, MP of PDM; Valeriu Munteanu, MP of PL; Mihai Godea, unaffiliated MP and leader of PAD; Vasile Bolea, member of the Republican Council of PSRM which is represented by 3 unaffiliated MPs in the Parliament; have all been present. De facto, representatives of all of the political parliamentary fractions have participated, but also representatives of the political groups with unaffiliated deputies. This can be considered a success of the debate and of the project as a whole, because here the MPs have met in full format for the first time in the year’s second half. Besides, namely within the debate has the leader of PCRM, Sergiu Sirbu, announced for the first time the availability of PCRM to return to the Parliament after a half-a-year’s boycott of the plenary meetings of the Legislative. If we take into consideration the fact that PCRM usually meticulously plans ahead is actions, we can assume that the debate platform was not chosen at random to make the announcement of their return public and this might me considered to be yet another achievement of the project.
We can conclude, as well, that this en-masse participation of all of the invitees proves the high status of the project, who has made itself known time and again over the course of it’s development, and appreciated within the ranks of the political class of the Republic of Moldova. The status of the current debate has been assured, as well, through the participation of Vlad Turcanu, PR councilor and spokesperson of the Republic of Moldova’s president, who had a convincing message for all of the parties involved in the discussion.
In particular, he had made public, as well, for the first time, the fact that on the Repulic of Moldova’s desk is the draft of the Law regarding the Opposition and he has offered details regarding the project. The status of the debates within the project is also assured through the participation of the renown experts in the discussion’s themes, one of them, Igor Botan, the director of the Association for Participative Democracy ADEPT, being the permanent expert of the project. The second expert was Victor Osipov, ex-viceprime-president of the former party Alianta Moldova Noastra.
Even though, here and there, the tone of the speech of the respresentantiv of the largest parliamentary fraction was a bit higher, when can consider that the debate has reached it’s goals regarding the level of political culture in the relations between the government and the opposition, thanks to the arguments formulated above and the availability of all of the involved parties to tackle the theme of political culture.
On the debate’s agenda there were such theme aspects like: the objective and subjective reasons of the current state of affairs in the power-opposition relationship; the legislation that would regulate these relationships; the constructive and unconstructive opposition; the model of the present-day alliance of government vs the model of the PCRM government regarding the relationship between the power and the opposition; the possibility of identifying and achieving the “national ideas” by the government and the opposition as a whole etc.

The discussions have continued, according to the project, during the “pacifying” coffee break.
Mr. Klaus Zolifrank, the chief of the Hanns Seidel Representative in Romania and the Repulic of Moldova, and Ms. Violeta Sandru, representative of the Hanns Seidel Foundation in the Repulic of Moldova have both been present at the debate.
