Early in the morning of February 24, 2022, Russia invaded Ukraine. The UN Security Council convened immediately to discuss the situation. The same day, the UN secretary general called on Russia to stop the hostilities in Ukraine and to withdraw its troops. In a session of the UN Security Council convoked the next day, it was proposed adopting a resolution to condemn Russia’s actions and to demand that this should immediately stop the military operations against Ukraine. But Russia, as the permanent member of the Council, rejected the adoption of the resolution. Therefore, in the next meeting of the UN Security Council, it was proposed another resolution in which the examination of the resolution to condemn Russia was transferred to the 11th emergency session special convoked by the UN General Assembly where no country has the right of veto. The resolution was adopted by an absolute majority of votes, with one vote against, evidently, Russia, and three abstentions.
