The President of the Republic of Moldova must not accept everything the parliamentary alliance suggests, Igor Dodon’s trustworthy person Ion Ceban stated in the public debate “Relations between the branches of power in new conditions: between cooperation, early parliamentary elections, impeachment and …something else”, which was organized by IPN News Agency in partnership with Radio Moldova. According to him, as long as the President has particular powers, he should make use of them.

“I think someone wants the President to accept everything he is suggested, in a package. Until now we had a President whose popular approval rating was lower than 1%. Do not try to force the Head of State to accept everything he is told to. A lot of wrongdoings have been recently committed in Moldova, including under the protection of the law. Don’t expect that the Prescient would satisfy any whim of particular persons,” said Ion Ceban.

According to him, the presidential administration will look for all the legal ways possible to solve particular problems. If the legal procedure reaches deadlock, Igor Dodon will consult the people. “The President is, from legal viewpoint, the person with the biggest legitimacy. This was also due to the direct elections. A large number of people voted for Igor Dodon and his program. During the last 20 years, this was the largest vote given for a post or an institution. Everyone should take this into account when speaking about posts,” said the President’s trustworthy person.

Ion Ceban also said that when the method of electing the Head of State was modified, the powers of the President remained unchanged. Moreover, the parliamentary alliance is trying to limit these powers and duties. “The President’s powers should not be limited. We speak about his legitimacy, mandate and promises. He was elected to implement the electoral program that he presented,” he stated, adding that referendums could be held if the state institutions continue to use the same approach to the President.

According to Ion Ceban, when the President submits an initiative, he does not have to make reference to the party that he had to leave. He acts based on the wishes of the largest part of the Moldovans, who are for early parliamentary elections as well.

The public debate “Relations between the branches of power in new conditions: between cooperation, early parliamentary elections, impeachment and …something else” is the 69th installment of the series of debates “Developing political culture by public debates” that are organized with support from the Hanns Seidel Foundation of Germany.
