The human rights association Promo-LEX called on President Nicolae Timofti, who is a guarantor of the Constitution, not to promulgate the law of April 11 by which the Transnistrian importers registered in Moldova are exempted from paying excise duties. The head of state is also asked to recommend the Government and Parliament to create a special fund for helping the farmers from Dubasari, who cannot cultivate their land located on the left bank of the Nistru River, IPN reports.
In its call, Promo-LEX says that the access of the Dubasari farmers to their land is regularly blocked or limited by the Transnistrian administration, while the agricultural year was practically compromised. The constitutional authorities must immediately calculate the losses suffered by the farmland owners and compensate them for these losses.
Given that the Transnistrian administration continues to obstruct the activity of the residents and the development of the settlements in the Security Zone, Promo-LEX considers that the promulgation of the amendments asked by Tiraspol becomes impossible. The associations proposes that the amounts collected from the Transnistrian economic entities should be directed to a special fund for compensating the farmers from Dubasari districts (the villages Dorotskaya, Cosnita, Cocieri, Parata, Pohrebea, and Molovata Noua) for the damage they sustain.
Contacted by IPN, the President’s spokesman Vlad Turcanu said that Nicolae Timofti didn’t yet see Promo-LEX’s call as he is on a visit to Poland.
