President Igor Dodon is initiating the procedure for amending the Constitution so as to broaden the powers of the Head of State and this can dissolve Parliament. Dodon said he will make effort to do this in Parliament, but intuits that he will not enjoy support there and will thus propose a referendum. The statements were made in a broad-format meeting with representatives of the media in the evening of January 24, IPN reports.
Igor Dodon stated that the Constitution will be amended so that the Head of State is empowered to dissolve the legislative body in different conditions than the current ones. The goal is not to institute a presidential system of government in Moldova, at least for now.
The President also said that now Parliament can be dissolved if the Cabinet leaves or the legislature is nonfunctional. However, together with jurists, they practically identified a third possibility.
