President Dodon urged not to promulgate changes to law on insurance

President Igor Dodon is requested not to promulgate the amendments to the law on insurance that were adopted by Parliament on November 29. The call was made by lawyer Viorel Chetruşcă, who said he has the mandate of over 50 insurance brokerage firms.

In a news conference at IPN on December 7, the lawyer said one of the amendments provides for the augmentation of the share capital when starting a business and activity in the area of insurance brokerage from 100,000 to 400,000 lei. This money could not be used in activity as now. At the same time, when signing particular insurance policies and contracts, the brokers will be unable to collect honorariums and could not be remunerated.

According to Viorel Chetruşcă, if the amendments take effect, more than 50 insurance brokerage firms of the over 60 working on this market will have to stop work. “We requested the President not to promulgate the law. We also called on the development partners of the Republic of Moldova, diplomatic missions to become involved within possibilities in stopping the implementation of this law,” stated the lawyer.

He noted he cannot say to whose advantage this is done, but regrets that the National Commission for Financial Markets, in particular, supported the changes despite the negative comments of experts in the field. If the amendments are promulgated, there will be no loyal competition on the market, the ban on monopoly in the economy will not be respected and there will be no market economy.

“The insurers brokers that empowered me to speak now made effort, created jobs, invested considerable amounts and no one helped them in this. Now they are desperate as they are forced to think about closing the business and leaving the country,” stated Viorel Chetruşcă, noting such initiatives run counter to the European norms.
