Premier presents bills for which executive assumed responsibility to MPs

Prime Minister Iurie Leanca presented in Parliament the seven bills for which the Government assumed responsibility. If no censure motions are submitted within 72 hours, the bills will be considered adopted, without them needing to pass through the legislative body, IPN reports. At the beginning of the sitting, Head of Parliament Igor Corman said these bills are of major importance and thus their adoption cannot be delayed.

The Premier also said that the seven bills are very important. The first bill contains amendments to the 2014 state budget law. They enable to pay compensations to farmers, to purchase crude oil for winter and to supplement the road fund and the ecological fund.

The second bill refers to the Government’s commitments to fruit and vegetable growers and processors concerning the fiscal vacation granted to almost 2,000 producers until November 30. Also, the growers and processors will not have to pay penalties for the non-payment, overdue payment or incomplete payment of the mandatory health insurance premiums in the period until November 30.

The third bill exempts the producers from paying excises on distillates made from wine in Moldova, which will be used as raw material for producing other goods. This benefit will be provided based on the mechanism agreed by the Government. The companies that will purchase or process distillates for using them as raw material for making other goods are to first obtain the authorization of ‘end-user’ that will be issued by the fiscal institutions and will be valid for at most 12 months.

The fourth bill amends the legal framework on the public debt, state guarantees and state relending and regulates the relevant activity of the National Bank of Moldova and the financial institutions.

Another bill refers to the measures aimed at reorganizing SA Termocom into an efficient company. A sum of US$40 million will be attracted from the World Bank for the purpose.

The executive also assumed responsibility for a bill on the import of crude oil for the 2014-2015 autumn-winter season. Value added tax and excises will not be imposed on the crude oil imported until March 31 next year, according to particular tariff positions.

The last bill provides that the works to rehabilitate the centralized irrigation systems in Lopatna, Criuleni, Jora de Jos, Cosnita, Roscani, Puhaceni, Blindesti, Grozesti, Leova Sud and Chircani-Zirnesti, according to feasibility studies and relevant projects, will be declared public utilities of national interest. The Premier said the rehabilitation of the irrigation systems located on the Nistru and Prut Rivers will contribute to reducing poverty in Moldova as the incomes of the people living in these statements will increase following the enchanted agricultural productivity.

The Parliament’s sitting was attended by only several Communist MPs. Grigore Petrenco said the sitting is irrational as the coalition has a majority in Parliament and can pass these bills. Alexandr Petcov said the assumption of responsibility by the executive for the seven bills was an anti-constitutional putsch. “We must thoroughly analyze these bills. Goals that run counter to the Constitution of the Republic of Moldova are being pursued,” he stated.

Socialist MP Igor Dodon said the bills for which the Government assumed responsibility before Parliament are anti-constitutional and they will appeal them to the Constitutional Court.

On July 21, the Government assumed responsibility for a package of 11 bills which the legislative body could not adopt by the end of the spring-summer session.
