PPPDA suggests decentralization measures

The administration of the Political Party “Platform Dignity and Truth” (PPPDA) said the Republic of Moldova will be unable to effectively do reforms to modernize and develop the state in compliance with the standards of civilized states if the current power is not removed and real decentralization is not ensured. A statement issued by the party, which was read in a news conference, says the excessive centralization of all the areas of activity distanced the government from people, IPN reports.

According to the statement, the politicization of society, inefficiency of the public administration, lack of confidence in justice, corruption, monopoly and the oligarchic groups’ control over the state institutions are all consequences of the centralized political and administrative system that is based on the vertical of power. The real decentralization of the country is one of the main pillars that can ensure Moldova’s development.

The PPPDA suggests that the decentralization, strengthening of local self-government and regional development should be included in the list of priorities of the government program. It also proposes instituting the Ministry of Local Public Administration and Regional Development and empowering the local authorities to put forward legislative proposals and to review the system for distributing the funds intended for investment projects by laying down clear rules based on parity.

The party pleads for reviewing the status of the income tax imposed on companies so that this remains with the local public authorities. It also considers the state-owned facilities of local interest, including the ponds and natural resources, should be transferred to the territorial-administrative units and the access to and quality and number of services provided for the people should by increased by decentralizing most of the public services.
