PPCD: Moldova might have an enclave of 918 ha on Ukraine's territory

The Moldovan-Ukrainian border agreement signed in 1999 does not envision transferring or ceding territories and the Moldovan citizens have the patriotic right to demand that the present government does not play the game of the official Kiev. The position of the Christian Democratic People's Party (PPCD) on the transfer of the Odessa-Reni road section going near Palanca village under Ukraine's administration was made public at a news conference on November 25, Info-Prim Neo reports.
The PPCD asks the Filat Government not to hurry to cede the southern territory as Moldova will have an enclave of 918 hectares on Ukraine's territory.
“We hope the dialogue between the Moldovan and Ukrainian authorities will be transparent, based on mutual respect between the states, so that we do not have winners and losers and the interests of the Moldovan people be not prejudiced,” said Vlad Cubreacov, the vice president of the PPCD.
Mihai Adauge, deputy secretary general of the PPCD, said the present Government provides erroneous information. “It is not true that Moldova has not fulfilled the border agreement with Moldova. It was 100% fulfilled. It is not true that Ukraine conceded 430 meters of its territory to Moldova when the terminal in Giurgiulesti was built,” said historian Mihai Adauge, adding that since 1940 until present Ukraine has appropriated 1.8 kilometers of Moldova's territory, on the bank of the Danube.
The representatives of the PPCD said they do not agree with the Moldovan Foreign Ministry's position that instead of this territory Ukraine could help Moldova solve the Transnistrian dispute.
Jurist Ghenadie Vaculovschi considers that a democratic solution can be identified if the Government discusses the given issue with the population.
The head of Stefan Voda district Valeriu Berila, the leader of a local organization of the PPCD, said that after the treaty was signed, the Sturza, Braghis and Tarlev Governments and the former Presidents of Moldova Lucinski and Voronin did not adequately address this issue and caused only problems to the residents of Palanca. Moreover, some of the villagers were arrested when they crossed the Moldovan-Ukrainian border to get to their farmland, Berila said.
The additional protocol to the Moldovan-Ukrainian border agreement, under which Moldova ceded the Odessa-Reni road section to Ukraine, was signed on August 18, 1999.
Vlad Cubreacov said not the border treaty is controversial, but the annexes to the document – the maps and the additional protocol that are hidden by the authorities.
Prime Minister Vlad Filat commented recently on this aspect, saying Moldova made certain commitments under international agreements that must be respected by both of the parties.
