Dmitry Chistilin - an economist and the right-hand man of a former adviser to Russian President Vladimir Putin - was arrested in Moldova in the first week of October 2024 at the request of the Security Service of Ukraine (SBU). The Ukrainian authorities accuse him of supporting the Russian aggression and spreading pro-Russian propaganda in Europe. This arrest became a key moment in the fight against Russian influence on the international arena.

Accusations against Chistilin

Chistilin is accused of treason and justifying Russia’s armed aggression against Ukraine. He holds not only the citizenship of Russia, but also of Ukraine. According to the SBU, for eight years (from 2016 to 2024) he prepared analytical materials for the Kremlin supporting the war in Ukraine and the integration of the occupied Ukrainian territories into Russia. He is also believed to have promoted Moscow’s interests at international forums, presenting himself as a representative of “Ukrainian civil society”, and allegedly attempted to weaken Western support for Ukraine.

Chistilin’s activities in Europe

Dmitry Chistilin was active on the political arena in Eastern and Central Europe. The SBU said that he was in charge of organizing interference in electoral processes in these countries in favor of Russia, participating in information attacks against Ukraine and spreading pro-Russian narratives. Among other things, he criticized NATO and U.S. policy, seeking to reduce Western support for Ukraine.

Arrest in Moldova

Chistilin was captured in Moldova after attending a conference in Bucharest, where he criticized NATO and discussed the threat of a third world war. The operation was carried out in cooperation with the Moldovan and Ukrainian special services. After his arrest, Chistilin was handed over to the Ukrainian authorities. Also, the Moldovan authorities declared him persona non grata and banned him from entering the country for five years.

Possible punishments

Chistilin is currently in custody and is accused of treason and justifying Russia’s aggression. He faces life imprisonment and confiscation of his property.
