The automobile market showed it is interested in alternative electric transport that has a series of advantages for users and the whole society. With such transport, CO2 emissions can be reduced and a healthy environment can be ensured, which will later have an impact on the costs incurred by the state in healthcare, agriculture, transport. The path of electric cars, with all the aspects, is the path that should be followed in the adoption of policies and promotion of green mobility by the authorities, Iulian Rusu, vice director of the Institute for European Policies and Reforms (IPRE), said in a debate entitled “Promotion of green mobility: electric cars in the Republic of Moldova” that was stated by the Institute, IPN reports.
Green City Lab project coordinator Simion Berzoi said the state is inclined to impose particular taxes on the import of electric cars even if the market is not developed. Out of 1 million cars existing in the country, 500 are electric, which is not even 0.025%. The market is rather poorly developed for imposing particular impediments. “The responsible ministries tend to gather money into the budget, but this sector should be probably developed and such reforms could be made later. We can reach a figure of 10,000 electric cars by 2025-2027. If restrictions are imposed, this trend can be slowed down,” he stated.
According to Denis Tumuruc, deputy head of the Energy Policy Division of the Ministry of Economy and Infrastructure, the owners of 100% electric car now don’t pay excise duties. Those who own newer models of plug-in hybrid cars pay 50%, while those of classical hybrid cars pay 25%, down from 50%.
In another development, he said that to support the green energy, a law on the use of renewable energy was adopted in 2018. The agreed support schemes started to be used this year. Thus way, the National Agency for Energy Regulation is obliged to approve particular “green” tariffs immediately after approving the capacities of the renewable installations that the Government aimed to support until 2020. There are “green” tariffs for Aeolian and photovoltaic installations. The small investors file an application to the NAER and get the status of “green company”, if they meet particular conditions.
Ion Guzun, project officer at the EU Delegation to Moldova, said the support provided by the EU for green mobility, in the electric transport sector, includes the assistance for the project to purchase trolleybuses in the municipality of Chisinau and Bălți and an ongoing project to promote green mobility intended for railways. Recently, with the support of the EU and the European partners, there were bought 12 locomotives that are not electric, but have a much lower fuel consumption level. It is planned to rehabilitate the Bender-Basarabeasca-Etulia-Giurgiulești railway sector. Priority is also given to a project to electrify the railroad on sectors were this is possible.
