The Liberal-Democratic parliamentary group suggests that the head of state should be elected by the people. The MPs put forward a bill to amend article 78 of the Constitution concerning the election of the head of state by the people. The announcement was made by Liberal-Democratic MP Tudor Deliu in a press briefing on October 20, IPN reports.
The lawmaker said Vlad Filat was the first who put his signature on this bill today. He refused to say how this was possible, but noted that Filat signed it with his hand and pen. “The faction of the PLDM signed this bill, but the number of signatures is insufficient. That’s why we call on all the MPs to support this initiative to amend the Constitution so that it allows for the direct election of the head of state,” stated Tudor Deliu.
He also said that the amendments made in 2000 created a deficient constitutional model and caused blockages during many years. Many attempts to elect the head of state failed. “The mechanism for electing the head of state, stipulated in article 78 of the Constitution, is incomplete and can generate situations of crisis in the future,” said Tudor Deliu. “We propose restoring the procedure for the direct election of the President of Moldova by simultaneously amending the procedure for dismissing the head of state.”
He also said that the Liberal-Democratic MPs withdrew the signatures they put on the bill to amend article 78 of the Constitution and reduce the number of votes needed to elect the head of state from 3/5 of votes of MP to a majority of votes for the reason that this bill does not meet the wishes of the people.
In July, the Constitutional Court endorsed the initiative to amend article 78 of the Constitution concerning the election of the head of state by the people, which was put forward by a group of 46 lawmakers of the Liberal Democratic Party, the Democratic Party and the Liberal Party.
