Placement of outdoor advertising in Chisinau will be performed under new Regulations

The placement of the outdoor advertising in Chisinau municipality will be performed, for a five month-period, in compliance with a new Regulation, approved on Wednesday, April 11, by the Chisinau Municipal Council. The regulation is temporary, until “Chisinau Proiect” Institute, Architecture, Urbanism and Land Relations Division (DGAURF) works out the concept regarding the outdoor advertising.
Though the document is a temporary one, most of councillors agreed that the new Regulation is necessary because of the chaotic situation in the city in the field of advertising placement. The old Regulations, drawn up in 1999, were considered outdated. The councillors found that the large number of billboards affects the traffic and works on reconstructing and installing underground utilities.
The councillors voted for extending the licence issued to economic entities for advertising placement from one to three years, so that they can recover their investments, taking into account the high costs of billboards.
At the same time, CMC decided to request the Government and Parliament to amend the Advertising Law, with a view to returning to the prices of 2003, when MDL 4 mln were accumulated in the municipal budget from outdoor advertising.
Councillor Mihai Roscovan stated that the amendment of this law in 2003 led to a reduction of revenues in the local budget. At present, over MDL 900,000 annually are accumulated from about 150 economic entities as a result of issuing authorisations for placing advertisement in the municipality.
